More than 6 years ago the Certification Regulation Stallion owners started in order to reduce proliferation in the stallion owners. Proliferation threatened to arise when the Horse Act and its requirements on keeping stallions ceased to exist.

Following that moment, stallion owners and mare owners have taken the opportunity to develop the Certification Regulation in cooperation with the former Landbouwschap. After some years the PVV (later PVE) took over this. As a result of the new Regulation Horse Sperm of the ministry of LNV (since July 2001) and the evaluation over 2001, several changes have been made in 2002 to the Voluntary Certification Regulation. All participants are notified and followed up on it.

When being certified, companies are audited by an independent agency on the basis of the Conditions Certification Stallion owners, as defined on 13 February 2002 by the PVV board.  

For both stallion owners with AI and stallion owners using natural fertilisation, with stallion holder and mare owners jointly, these conditions have been set and are adjusted where needed.
If a company does not adhere to the conditions, measures will be taken on the basis of the sanction regulation. These measures may vary from a warning to abrogation of the certificate. The abrogation of a certificate will be published in Dutch horse professional press, like In de Strengen or Phryso.
